Clean energy projects may be eligible for Greenhouse Gas Reduction Fund (GGRF) financial assistance based on location, household income or housing affordability. To check if your project location is eligible, refer below to our interactive low-income and disadvantaged communities' map.
If your project is not in an eligible geography, it can still qualify if it serves low-income and disadvantaged individuals and households.
Our mapping tool includes eligible geographies identified in the Climate and Economic Justice Screening Tool (CEJST) and the Environmental Justice Screening Tool (EJ Screening Tool).
If your project is not in an eligible geography (see map), it may still qualify if it serves low-income and disadvantaged individuals and households through one of the following three categories:
- Low-income household, determined through location and household income or approval for income-based or income-verified federal assistance programs
- Properties providing affordable multifamily housing, where at least half the units have rental limits based on area median income and federal or state housing assistance covenants used such as LIHTC and HUD assistance
- Properties providing affordable housing, where at least half the units have rental limits based on area median income

- CEJST-Identified Disadvantaged Communities: The Climate and Economic Justice Screening Tool (CEJST) is a publicly-available mapping tool developed by the White House Council on Environmental Quality.
- Identified Disadvantaged Communities: EJScreen is a publicly-available, place-based environmental justice screening and mapping tool developed by the EPA.
These data sources are used as proxies to identify potentially eligible communities; results are subject to change based on guidance and periodic updates to referenced data sources.
