Army MAPS

On August 12, 2024, the U.S. Army Program Executive Office Enterprise Information Systems’ (PEO EIS) Enterprise Services Project Management Office, in partnership with Army Contracting Command Aberdeen Proving Ground (ACC-APG), announced the consolidation of the follow-on contracts for Information Technology Enterprise Solutions 3 – Services (ITES-3S) and Responsive Strategic Sourcing for Services (RS3) into a potential 10-year, $50 billion multiple-award, indefinite delivery/indefinite quantity (MA-IDIQ) acquisition vehicle.

This new, consolidated contract will be known as the Marketplace for the Acquisition of Professional Services (MAPS) and will combine the strengths of ITES-3S and RS3 by offering a more efficient and effective way for the Army, Department of Defense (DOD) and federal agencies to procure knowledge-based professional services. These services include a variety of information technology (IT) and engineering services ranging from cybersecurity, program management and business process reengineering, to research, development, testing and more. MAPS will be the Army’s single source for professional services, while providing multiple North American Industry Classification System (NAICS) codes to ensure acquisition categories best align to requirements. The new contract also aligns with the Army’s ongoing digital transformation and efforts to implement Agile throughout the acquisition process.

While information for MAPS is currently limited, the PEO EIS’ Enterprise Services is planning for a MAPS industry day before the end of September 2024. The first request for information (RFI) was released on September 19, 2024, which disclosed the five MAPS domains and scope with responses due September 27, 2024. This MA-IDIQ has an anticipated period of performance of 10 years from the contract’s effective date. MAPS will officially replace the ITES-3S and RS3 contracts when they are set to expire in 2027. For additional context, RS3 was awarded in multiple phases between 2017 and 2019, with 260 companies currently participating in the $37.4 billion vehicle. The ITES-3S contract was awarded in 2018 and includes 135 companies, with a $12 billion ceiling. Many anticipate MAPS to be a $50 billion acquisition vehicle.

Both ITES-3S and RS3 were full and open competition opportunities with small business for Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB) and HUBZone socioeconomic categories. While currently unofficial, MAPS is anticipated to offer the same bid opportunities with the addition of the 8(a) socioeconomic small business opportunity.

Per the first RFI that was released on Sept. 19, 2024, MAPS will have five domains with scope including, but not limited to, the following:

  • Technical services: Engineering services, logistics services, manufacturing readiness, technology insertion, integration and interoperability
  • Research, development, testing and evaluation services: Basic research, applied research, experimental/developmental, modeling and simulation, prototyping and fabrication support and exploratory research
  • Management and advisory services: Acquisition and strategic planning, financial services, training services, education services, program management, quality assurance and risk management
  • High-level IT services: Intelligent automation (AI/robotic pre-automation), infrastructure, service platform, infrastructure cloud services, component framework, big data and big data analytics data services, quantum computing, integration, and consolidation information technology services and cybersecurity services
  • Low-level IT services: Help desk support, independent verification and validation, IT education and training, IT supply chain management, IT management services, business process reengineering, network/systems operation and maintenance, IT Services, cybersecurity services, telecommunications/systems operation and maintenance

While currently unknown, it can be expected that MAPS will have a similar level of effort to what was anticipated for ITES-4S by looking back at its predecessor, ITES-3S. The previous contract proposal included multiple volumes inclusive of mission support, past performance, small business participation, price and other contractual documentation. MAPS will likely have a scorecard, self-evaluation proposal evaluation process. It remains to be seen what scoring areas will be emphasized for this proposal. A draft request for proposal (RFP) has yet to be released.
