Dave Loescher is a director with Baker Tilly’s digital solutions practice. His passion is driving strategic business change through digital technology to achieve significant results in growth, profitability and customer experience.

Dave has driven major digital transformation and product development programs as a senior IT and consulting leader throughout a diverse business landscape, including digital start-ups, global manufacturing, consumer products, retail, software, insurance and financial services companies. He has built and led high-performance delivery models for major IT investment and software product portfolios providing enterprise solutions.

Dave has extensive experience in digital strategy, business and IT architecture, IT strategy, business transformation, new product development, investment portfolio management, large-scale and agile solution delivery, enterprise and mobile application development, cloud and SaaS applications, business analytics, and performance management.

Dave is a thought leader in portfolio and project management and has presented best practices in a number of insurance and IT leadership forums. He is an accomplished practitioner that has led the successful delivery of more than $500 million in projects.

  • Initiated and ran new capabilities in portfolio management, capacity and demand planning, resource forecasting, strategic sourcing, vendor management, offshore delivery, solution delivery governance, digital strategy and IT metrics for $2.5 billion health insurance payer with a $50 million annual portfolio leveraging 600 FTEs
  • Defined and implemented enterprise investment portfolio process, governance, PMLC/ SDLC, demand planning and capacity planning process and tool Improvements for a $65 million annual project portfolio leveraging 900 FTEs
  • Built and led numerous PMOs to drive multi-year transformation programs ranging from $10 million to $60 million
